KKU signs MOU with the private sector for “Immunity Passport” to build confidence among staff members and to have an implementation model for the COVID crisis in Thailand

February 25, 2021, at 13:30 p.m. – Khon Kaen University held an MOU signing ceremony with the Medicense Intelligence Co. Ltd., with an aim to develop an Immunization Information System and Immunity Passport based on Blockchain technology. Assoc. Prof. Charnchai Panthongviriyakul, M.D., President of Khon Kaen University signed for KKU while Dr. Dechowat Promda, M.D., the General Director signed for the Medicense Intelligence Co. Ltd. The MOU is effective for 1 year. The company is to develop a referential system based on the recommendations of the World Health Organization and make the vaccination passport through the Blockchain technology in the form of web application and smart track. The system will be developed until it becomes compatible to the safe and secure practices in the Cyber world. The ceremony took place at Sirikunakorn 5, 6th Floor, Sirikunakorn Building, Khon Kaen University.

The background of this MOU signing was from the meeting on the 9th of February this year, when the University and the Medicense Intelligence Co. Ltd. discussed the developmental plan and budget as well as the approaches to be taken in the development of the Immunization Information System and Blockchain-based Health Passport. On this day the two parties officially entered into a Memorandum of Understanding, with an aim for this system to record data and enable access to the databases at the international level. Khon Kaen University will support in terms of the infrastructure for the necessary implementation and submission of useful data to the company, as seen appropriate by the doctor team of KKU. The doctors of KKU will be the first group of users, followed by the personnel in the health science fields, students, and the public, respectively.

Assoc. Prof. Charnchai Panthongviriyakul, M.D., President of Khon Kaen University said, “The Immunization Information System and Blockchain-based Health Passport is a model for data management system used in many countries and organizations and can be applied under the Covid-19 situation. In the near future, Khon Kaen University may need to contract other organizations that have the expertise to assist in the health care of the personnel. KKU sees the importance to build confidence among the staff members as well as students and the public.”

Dr. Dechowat Promda, M.D., the General Director signed for the Medicense Intelligence Co. Ltd. explained about the collaboration. “The Immunization Information System and Blockchain-based Health Passport is the technology developed by the company to obtain internationally standard digital data system that is accessible to all. The system can also store the accounts and information useful for later checking on vaccinated individuals.”

The witnesses at the MOU signing ceremony included: Assoc. Prof. Dr. Kriengkrai Kitjaroen, Vice President for Human Resources; Asst. Prof. Dr. Patarawit Phonpinit, Assistant to the President for Human Resources; Assoc. Prof. Dr. Apichat Jirawutthipong, M.D., Dean of the Faculty of Medicine; Assoc. Prof. Dr. Cholathip Pongsakul, M.D., Assistant to the Dean of the Faculty of Medicine for the Excellence Medical Center; Assoc. Prof. Dr. Nesinee Chai-ia, M.D., Head of the Office of Occupational Health of the Faculty of Medicine; Dr. Thanapop Na Nakhonpanom, M.D., a Health Information Officer; and Mr. Sathit Kaewbudda, Director of the Human Resource Division. The witnesses on the part of the Medicense Intelligence Co. Ltd included Mr. Methat Kaewsaikhao, Chairman of the Technology Administration Section and Mr. Keetalak Kamjanpanpai, the Operational Director of the company.

The MOU signing between Khon Kaen University and the Medicense Intelligence Co. Ltd. will build confidence among the students and staff of Khon Kaen University as well as the public during the Covid-19 crisis. The outcome of the collaboration is expected to be a future model for Thailand.
